The Center of Excellence on Environmental Health, Toxicology and Management of Chemicals (ETM) was previously known as the Center for Environmental Science, Technology and Management (ESTM), which was the first phase project (1999-2006). The second phase has been conducted since April 1, 2006 after the analysis of the operation and defining vision, obligation, and new strategies to correspond to the development policy of the country.

Expected results from the operation in this second phase are to create a strong educational system at graduate level, master and doctoral degrees in science and technology, and to provide a research environment that can lead to quality research at an international level with collaboration from other institutes abroad. Outstanding students who graduated from overseas can collaborate with researchers in Thailand and other countries with state-of-the-art equipment. Priority areas for Thai development will be dealt with as research topics in order to increase Thailand's capability to be globally competitive. At the same time, development of the country, especially in the use of chemical substances, will bring the highest benefit with the least adverse effect on environment and health in accordance with the strategy of sustainable development for self reliance.
